(GOODS VEHICLE WAITING RESTRICTIONS AND STREET PARKING PLACES) ORDER 2019

Road Traffic Regulation Act 1984

 The Kent County Council in exercise of its powers under Sections 9 and 10 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984 (the Act of 1984), as amended, and of all other enabling powers and after consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 to the Act of 1984, hereby propose to make the following Order:-

The general effect of this Order is to prevent any goods vehicles (exceeding 5 tonnes) to wait in those lengths of road (including lay-bys) specified in the Schedule to this Order. Exemptions are provided in the Order for emergency services, authorities in pursuance of statutory powers and vehicles engaged in such building operations as maintenance, improvement or demolition. Full details of the exemptions are provided in the articles of the Order.

  1. The effect of the above-named Order is to implement a Goods Vehicle Waiting Restrictions (Monday to Sundays 8:00pm to 7:00am) both sides in the following roads or lengths of road (including lay-bys) in Ashford, the Parishes of Charing, Hothfield and Westwell;
  • Ashford Road (Charing); from its junction with Maidstone Road to its junction with Maidstone Road (Westwell)
  • Cades Road (Hothfield); from its junction with Maidstone Road, Westwell to its junction with Station Road.
  • Chapel Road (Hothfield); from its junction with Maidstone Road, Westwell in a south-westerly direction for a distance of 175 metres.
  • Charing Hill (Northern By-Pass); from its roundabout junction with Maidstone Road to a point 32 metres northeast of its junction with The Hill
  • Old Ashford Road; from its junction with The High Street to its junction with Ashford Road, Charing
  • Orchard Heights; from its junction with Maidstone Road, Ashford in a south-westerly direction for a distance of 116 metres.
  • Maidstone Road (Ashford); from its junction with Simone Weil Roundabout (Drovers roundabout) north-westwards to its junction with Ashford Road, Westwell
  • Maidstone Road (Charing); from its roundabout junction with Charing Hill, south-eastwards to its junction with Ashford Road

 

    1. Pluckley Road (Charing); from its junction with Station Road to a point 30 metres southwest of its junction with Charing Heath Road
    2. Station Road (Charing); from its junction with Maidstone Road to its junction with Pluckley Road.
  • Station Road (Hothfield); from its junction with Maidstone Road in a south-westerly direction to its junction with Cades Road.
  • Ram Lane (Westwell) (north to south arm); from its northern junction with Maidstone Road in a south-easterly direction to its southern junction with Maidstone Road.
  • Sandyhurst Lane; from its junction with Maidstone Road in a north-easterly direction for a distance of 16 metres.
  • Sir John Fogge Avenue; from its junction with Maidstone Road in a westerly direction for 16 metres
  • The High Street (Charing); from its junction with Ashford Road to its junction with The Hill.
  • The Hill (Charing); from its junction with The High Street to its junction with Charing Hill.
  • Watery Lane (Westwell); from its junction with Maidstone Road in a south-easterly direction for a distance of 100 metres.
  • Westwell Lane (Westwell); from its junction with the north to south arm in a north-easterly direction for a distance of 345 metres.
  • Westwell Lane (Westwell) (north to south arm); from its northern junction with Maidstone Road to its southern junction with Maidstone Road.
  • Wootton Lane (Charing); from its junction with Ashford Road in an easterly direction for a distance of 12 metres.

 

  1. The effect of the above-named Order is to implement a Goods Vehicle Waiting Restrictions (Mondays to Fridays 8:00pm to Midnight and Midnight to 7:00am) and (Saturdays and Sundays At any time) both sides in the following roads or lengths of road in the Borough of Ashford;
  • Ellingham Industrial Estate;

 

  • Ellingham Way, both sides, for its entire length

 

  • Orbital Industrial Estate;

 

  1. Crowbridge Link, Crowbridge Road, Hall Avenue, Monument Way, The Boulevard, The Courtyard, The Crescent, The Long Barrow, & The Parade; on both sides, for its entire length
  • Sevington Industrial Estate;
  • Barrey Road Foster Road, both sides, for its entire length
  • Church Road, both sides, (link road between Barrey Road and Church Road) for its entire length
  • Wotton Industrial Estate;

 

  • Austin Road & Wotton Road, both sides, for its entire length

 

A statement of the Council’s reasons for making the proposed Order, a map indicating the location and the effect and a copy of any other Orders which will be amended by the proposed Order may be examined on Mondays to Friday at The Kent County Council, Sessions House, Maidstone, ME14 1XQ, Ashfrod Borough Council Offices and at The Kent County Council, Kent Highway & Transportation, Ashford Highway Depot, Henwood Industrial Estate, Unit 4 Javelin Way, Ashford, Kent TN24 8AD during normal office hours or downloaded via the consultation document section below.
