        AMENDMENT No.20 ORDER 2018

       Road Traffic Regulation Act 1984 

NOTICE is hereby given that the Kent County Council acting as the local traffic authority has made the above-named Order under Sections 1, 2, 4 and 124 of and Part IV of Schedule 9 of the Road Traffic Regulation Act 1984, the effect of which would be to: -

Due to the new layout scheme on High Street, Tonbridge, Kent County Council in the above-named Traffic Regulation Order has introduced part time Bus Clearways, Disabled Parking Places, loading only bays for goods vehicles (limiting the gross weight to 5 tonnes), Waiting and Loading Restrictions (waiting and loading and unloading to be prohibited at any time) and Parking Places for Taxis (to be located within the part time Bus Clearways and operate outside bus operating times (Midnight – 7.30am and 11:45pm – Midnight every day).

  1. HIGH STREET, west side (Double Yellow Line Restrictions (At any Time):
    1. From the northern kerbline of Avebury Avenue north-eastwards for 7.4 metres.
    2. From the boundary of No’s 36 & 38 to its junction with Lamberts Yard.
    3. From the southern flank wall of No 40/42 north-eastwards for 4 metres.

             a) Double Yellow Line Restrictions (At any Time and Loading and Unloading):

    1. From a point 2.2metres northeast of boundary No’s 48 & 50 to a point 1.6 metres northeast of the southern flank wall of boundary No.62.
    2. From a point 6.2 metres southwest of the southern kerbline of Bradford Street to the northern boundary of No.78
    3. From the southern kerbline of New Wharf Road south-westwards for 7.2 metres.

    4. From a point 4.7 metres northeast of boundary No’s 98 & 100 to its junction with River Walk.

       

      2. BRADFORD STREET; double yellow Line restrictions (At any Time and Loading and Unloading):

  1. North side; from the western kerbline of High Street westwards for a distance of 25.0m
  2. South side; From the western kerbline of High Street westwards for a distance of 14.7m

3. BRADFORD STREET; double yellow Line restrictions (At any Time)

  1. North side, from a point 25.0m west of the western kerbline of High Street to its junction with River Walk

4. BRADFORD STREET; single yellow line restrictions (Monday to Saturday 8am -6pm):

  1. South side; from a point 24.4m west of the western kerbline of High Street westwards for a distance of 33.6m

5. BRADFORD STREET; Designated Disabled Persons Parking Bay

  1. South side; from a point 14.7m west of the north-western kerbline of High Street, north-westwards for a distance of 9.7m.

6. HIGH STREET; (west side); Loading only – Parking for good vehicles

    1. For the entire length of lay-by from a point 7.4 metres north-eastward from the northern kerbline of Avebury Road to the south-western flank wall of No.16.
    2. For the entire length of lay-by from a point 4 metres southwest of boundary No’s 26/28 & 30 to a point 3.6 metres northeast of boundary No.32.
    3. For the entire length of lay-by from a point 4 metres northeast of the southern flank of No’s 40/42 to a point 2.2 metres northeast of boundary No’s 48 & 50.
    4. For the entire length of lay-by from a point 1.6 metres northeast of the southern flank wall of boundary No. 62 to a point 6.2 metres southwest of the southern kerbline of Bradford Street
    5. For the entire length of lay-by from the northern boundary of No.78 to a point 6 metres southwest of the southern kerbline of New Wharf Road.
    6. For the entire length of lay-by from a point 4.7 metres northeast of the southern flank wall of No.94 to a point 4.5 metres northeast of boundary of No’s 98 & 100.

7. Part Time Bus Clearway – 7.30am – 11.45pm (west side);

HIGH STREET; from a point 4 metres southwest of the southern kerbline of Lamberts Yard south-westwards for 19 metres

8. Licensed Hackney Carriages (Parking Places for Taxis) – 11.45pm – Midnight – Midnight - 7.30am (outside bus operating times) (west side);

High Street; from a point 4 metres southwest of the southern kerbline of Lamberts Yard south-westwards for 19 metres.

9. High Street; double Yellow Line Restrictions (At any Time and Loading and Unloading) (east side):

  1. From a point 4.4 metres southwest of boundary No’s 5 & 7 to is junction with Vale Road.
  2. From the southern kerbline of Lyons Crescent to the northern kerbline of Medway Wharf Road.
  3. From the southern kerbline of Medway Wharf Road to the southern boundary of No.87.
  4. From a point 2.4 metres southwest of the northern flank wall of No’s 69 to 71 to the boundary of No’s 65 & 67.
  5. From the north-eastern flank wall of boundary of No.59 to a point 4.4 metres southwest of the south-western flank wall of No.13.

10. Loading only – Parking for good vehicles (east side);

For the entire length of lay-by from a point 1.3 metres southwest of the southern flank wall of No.87 to a point 1.6 metres northeast of boundary No’s 75 & 77 to 81.   

For the entire length of lay-by from the southern boundary of No’s 65 & 67 to the north-eastern flank wall of No.59.

11. Bus Clearway – 7.30am – 11.45pm (east side);

From the south-western boundary of No.9 to a point 4.4 metres southwest of boundary No’s 5 & 7.

12. Licensed Hackney Carriages (Parking Places for Taxis) – 11.45pm – Midnight – Midnight - 7.30am (outside bus operating times) (east side);

From the south-western boundary of No.9 to a point 4.4 metres southwest of boundary No’s 5 & 7.

A copy of the Order, statement of the Council’s reasons for making the Order, a map indicating the location and the effect and a copy of any other Orders which will be amended by the Order may be examined on Mondays to Friday at The Kent County Council, Sessions House, Maidstone, ME14 1XQ, The Kent County Council, Highway, Transportation & Waste, Ashford Highway Depot, Henwood Industrial Estate, Unit 4 Javelin Way, Ashford, Kent TN24 during normal office hours or downloaded from the Consultation Documents section below.

Anyone may, by application to the High Court within 6 weeks of the date of publication of this Notice, challenge the validity of the Orders or of any provision contained in them on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984, or any instrument made thereunder, or that there has been a failure to comply with any statutory requirement in relation to the Orders.
