PUBLIC NOTICE PERIOD - 18 January 2019 to 15 February 2019


The consultation on the proposals to increase the designate number of places offered at Five Acre Wood School from 330 to 465 places that includes: expanding the satellite provision at Holmesdale School from 70 to 150 students; and establishing a satellite provision of Five Acre Wood School at Palace Wood Primary School (relocation of the existing Satellite provision from East Borough Primary School), closed on 18 October 2018.

Details of the proposals and the responses to the consultation were reported to Children, Young People and Education Cabinet Committee on 29 November 2018.

Mr Roger Gough, Cabinet Member for Children, Young People and Education, having considered the recommendation from Cabinet Committee and all the responses to the consultation, agreed that a public notice should be issued.  The public notice was published in a local newspaper on 18 January 2019.   The notice is displayed at all main entrances to the schools.  The public notice and complete proposal documents can be downloaded from the Summary of Results section below.

The County Council is the strategic commissioner of education provision in Kent and has a duty to ensure that sufficient school places are available to meet demand.  This duty applies to Special School provision, as well as mainstream settings.  The Commissioning Plan for Education Provision in Kent sets out our commissioning intentions and is revised annually.  The 2018-22 iteration was approved by Cabinet at its meeting of 15 January 2018. 

In response to growing pressure for SEN places in Maidstone and Tonbridge and Malling Districts, Kent County Council with support from the schools proposes to:

  • increase the designated number of places offered at Five Acre Wood School from 330 to 465 places (including Satellite and Nursery provision) from 15 March 2019.
  • expand the Satellite provision of Five Acre Wood School at Holmesdale School, Malling Road, Snodland ME6 5HS from 70 to 150 students aged 11-19 with moderate to severe learning difficulties from 15 March 2019.
  • establish a Satellite provision of Five Acre Wood School at Palace Wood Primary School, Ash Grove, Allington, Maidstone, Kent, ME16 0AB for 30 students aged 4-11 with moderate to severe learning difficulties from 01 September 2019.

Valley Invicta Academies Trust, with support from KCC and the school’s Governing Body is proposing to:

  • establish a Specialist Resource Provision (SRP) within the school for students with an Education, Health and Care Plan (EHCP) for autistic spectrum disorders (ASD) at East Borough Primary School.

The consultation period will take place from Thursday 20 September 2018 to Thursday 18 October 2018 (midnight).  Following the consultation, the County Council will consider all views expressed and then make a decision on how to proceed.
